About Us

Caring Family Community Services was founded in June of 2003 by Roseann Porcelli, a foster and adoptive parent who worked closely with children with behavioral and special needs. Roseann and her husband, Tony, devoted countless hours to making sure the children in their care received every resource and support needed to thrive and feel at home.
As New Jersey’s Children's System of Care expanded in Monmouth County, Roseann was provided "seed" funding by MonmouthCares to build an organization dedicated to supporting CMO youth and their families. Within a year, Caring Family Community Services grew to serve 50 local families. In those foundational days, the organization was operated entirely from a desk in the Porcelli kitchen, coordinated with the hands-on help of Roseann’s sons and family friends.
At the start of the agency's second year, Roseann recognized the need to expand beyond Monmouth County. Randy Pittman joined as a partner, bringing master’s degrees in both nursing and business alongside rich behavioral health leadership experience from MonmouthCares and ValueOptions. This partnership enabled Caring Family to move into professional office facilities and significantly broadened the reach of Roseann's original vision.
Since those humble beginnings, Caring Family Community Services has supported over 10,000 children, families, and individuals throughout the State of New Jersey. Today, our team provides accessible outpatient behavioral health care virtually through telehealth and in person at our offices in Jackson and Mount Laurel, while continuing our longstanding commitment to youth and families statewide through contracted in-home community support services.
